In terms of soccer, I think 5A should be pushed from the bottom, and until the majority of 1A schools field teams then it should remain 4A. Why move up the competitive 1A teams so we can have a state championship of small schools with little skill or competition?
Other sports may be a different matter, and football uses the Big 16 system instead of a 5A.
In basketball, I don't see that the competition warrants 5A.
Overall, in all sports (except football), the top 1A and 2A teams are competitive with the top 3A and 4A teams, so creating more distance just doesn't make sense.
