Sounds like you have a good system of accountability in IL.
Being a small state, you would think that we could have a smaller version of that. And then when there are legitimate, valid complaints of poor reffing, they can be addressed, and an Improvement Plan implemented. SC football league has a rating system which even lists the test scores of the officials:
