I have wondered about this. I have seen teams that I consider tough continuing to play through fouls--however, the fouls do slow them down and ruin many scoring chances. I have seen other teams (BE for one) who fall whenever fouled in the penalty box (which is when most scoring opportunities happen so they lose whatever opportunity they may have had). It may not be called 9 times out of ten, but that tenth time its a PK which can win a game in a competitive match. In fact, it seems much of the highly competitive matches at high levels often involve scoring by PKs for this very reason. I hate the strategy myself, but I can't say its a bad one.
