In a recent match that is a rivalry, the opposing team (which was uncharacteristically being beaten soundly) cheered at every hard foul. Opposing coaches AND fans regularly yell "Just hit her" "Just stop her" and such that suggests any physical play is fine. Sadly, refs seem oblivious to that. . .and they are the ones who could control it.
