One logical way to allocate the limited referee resources would be to assign 3 referees to varsity games and 2 to JV games. The big problem with that in this area is that most of the games are still scheduled in JV/Varsity double headers. If they were scheduled in boys/girls double headers, it would only take 5 referees to do the 2 double headers rather than 6: 2 for the boys/girls JV double header and 3 for the varsity doubleheader.
