This was a special exception provided by SCYSA for these teams, specifically included CESA 93 P as well since they were playing premier league U15... I stand by what I wrote and may have chosen a poor age example (BTW you can pool but game time is 14 for 8v8).
This dispensation caused a 92 aged team to forfeit their state cup playof game simply because they were unaware that they had qualified... as the U14 teams were exempt they moved up in the playoff structure and actually became the 8th team.
In fact the playoff format ended up to not bite SCYSA in the behind as I would have argued that the games against the younger teams that were exempt should not have counted in the standings... Based on SCYSA they did, luckily the only teams that would have changed positions would have been CFC and CUSC (#4 and #5 in cup should have been CFC #5 and CUSC#4). These teams played each other in the first round the only difference was location (would have been Charleston not spartanburg) and CUSC won.
Communication was not the strongest in this case.
As far as seeding in state cup... where does CESA93P fall? I assume that you are correct in Bridge and CUFC playing premier and I would bet that CESA 93 will be in Premier league in the spring in U14 as well, as an invited team. But based on the rules CESA would also have to play State league (they are). Therefore the presumption would be that CESA 93 P is number 3 in state cup... this means you do not want to be number 2, 6 or 7 at state cup time.
